February 23, 2016 - President Barack Obama's long-awaited plan to close the Guantanamo Bay detention facility was delivered to Congress Tuesday morning, seven years after Obama made an Oval Office vow to permanently shutter the prison for enemy combatants.The plan, which officials said Tuesday morning would identify 13 potential sites inside the United States to which detainees could be transferred, isn't expected to gain any traction among Republican lawmakers, who control both chambers of Congress.
U.S. officials said funding restrictions prevented Pentagon planners from determining precise details for converting U.S. facilities into detention centers for accused terrorists. Since current law prevents using funds to close the prison, they weren't able to conduct as thorough a cost calculation as they otherwise might have.

The Royal United Services Institute said the UK could face a bill of nearly £65bn, once the cost of long-term care for injured veterans was factored in, with most of the money was spent on the wars in Iraq and Afghanistan.
The study, called Wars in Peace, said both conflicts were largely “strategic failures” for the UK, The Guardian reported."
